I'll take a stab at it. Consider this a rough outline subject to
change.
1) Those behaviors that directly cause harm, or credibly threaten to
directly cause harm, to a non-consenting sentient being (including those
not yet in existence) are not acceptable, except for a necessary defensive
actions of one's self or other innocents.
2) Those behaviors that violate, or prevent the exercise of, basic rights
of others - such as privacy, expression, belief, worship, association,
self-defense, and due process of law - are not acceptable.
3) Those behaviors that concentrate control of limited common resources
or property into the hand of a few, or that unnecessarily damage or consume
such resources or property, are not acceptable.
4) Those behaviors which concentrate control of the marketplace in the
hands of a few are not acceptable.
